One day, you're just carrying around an umbrella. For some reason, in some way, the umbrella breaks. Maybe its spine is bent or it gets inverted or torn or one of the spindly parts under the canvas breaks off. It's useless, so you discard it.

This discarded umbrella becomes moil--"Mildly Obsolete In London," though obviously it can apply to other places that aren't London. The moil seeps through the Odd, the barrier between London and UnLondon, as well as every city or area and its parallel city or area.

Here, the moil umbrellas are given new life by one Mr. Brokkenbroll, the Unbrellissimo. He commands them, and the commanded umbrellas--really, any umbrella that could be considered moil--because an unbrella. (See what he did there?) In canon, Brokkenbroll coated all his unbrellas with a solution that made them nearly indestructible, save for a special compound developed by the Smog.

However, if you fix these broken unbrellas (sew up the tear in the canopy, revert it, straighten out the spine, whatever) they're not unbrellas anymore. They're still moil, still not quite whole umbrellas, but they're not under Brokkenbroll's control. They now pretty much have a life of their own, sentience. They're rebrellas.

Deeba's rebrella was hers originally, from a young age. It is red with green lizard designs all over its canopy. Brokkenbroll broke it to become one of his minions, and dipped it in a solution that made it nearly indestructible--bulletproof, etc. etc. Deeba later fixed the unbrella to make it into a rebrella, at which point it decided to stay with/loyal to Deeba.

Obviously, in Sburb, there is no UnLondon and no Brokkenbroll. However, as events at the end of the novel reveal, the 'brellas don't need to have been under the control of Brokkenbroll to become rebrellas. As moil unbrellas, without Brokkenbroll's influence, they simply sit unused. If fixed, they still gain their sentience as rebrellas.

However, if not under Brokkenbroll's control, the unbrellas will not have gotten a dosage of the solution that makes them nearly indestructible. Since Deeba only has the one rebrella, it will probably be impossible to recreate this effect. While she may in the future decide to break and repair umbrellas to create a rebrella army (which is actually quite useful!) they will just be normal umbrellas with a little sentience and much easier to break than her current weapon.
